SUMMARY OF INCIDENT: On December 9th, 2022, at approximately 1803 hours, an officer with the Bellows Falls Police Department conducted a motor vehicle stop on a vehicle which was pulling into the parking lot of 97 Westminster St for a motor vehicle violation.

After stopping the vehicle, the operator was identified as Bryan Wainwright, 33, of Putney, Vermont. Wainwright’s license was discovered to be criminally suspended in the State of Vermont and that he was in violation of his court ordered conditions of release.

Wainwright was arrested and transported to the Bellows Falls Police Department for the purpose of processing. At the completion of processing, he was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 01/24/2023 to answer to the charges.

SUMMARY OF INCIDENT: On December 24th, 2022, at approximately 2107 hours, an officer with the Bellows Falls Police Department arrested Matthew J. Mabe, age 40, of Saxtons River, Vermont for driving under the influence and ignition interlock required.

Mabe’s vehicle was stopped on Route 121 in the Town of Westminster after an officer observed a motor vehicle violation. After meeting with Mabe, indicators of impairment were observed. Standardized Field Sobriety Test’s were administered, and at the conclusion of the tests Mabe was arrested for DUI and ignition interlock required.

Mabe was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, he was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 01/03/2023 to answer to the charges of Driving Under the Influence (4th or Subsequent Offense / Refusal) and Ignition Interlock Restricted Driver’s License.

Corliss was transported to the Bellows Falls Police Department for the purpose of processing. At the completion Corliss was issued conditions of release and lodged at Southern State Correctional Facility in lieu of $1,500 cash surety bail, per the court.

Officers responded to a report of a disturbance at the intersection of King St at Forest St. Upon arrival a brief investigation was conducted. While speaking with Nichols an officer observed indicators of impairment and learned that he had driven to the scene of the disturbance. Standardized Field Sobriety Test’s were administered, and at the conclusion of the tests Nichols was arrested for DUI.

Nichols was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, he was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 12/27/2022 to answer to the charge.

Description: On November 25th, 2022, at approximately 1636 hours, the Windham County Sheriff's Office was dispatched to M&T Bank in Putney, VT for a report of a possible fraud case. Upon the arrival of deputies, they learned that an unknown male had presented a driver's license of another (actual banking customer) with this individual's photo on it in an attempt to defraud the customer and bank of US Currency.

While on scene, it was learned that the individual was now at the Bellows Falls branch of M&T Bank. Bellows Falls Police officers along with officers from the Walpole (NH) PD responded and located the male. As a result of the investigation the male was actually identified as, Ronald J. Freeman II, of the Bronx, NY. It was further learned that Freeman had attempted a similar transaction in Bellows Falls as well as he had in Putney. He was arrested by officers and deputies from the Bellows Falls PD and Windham County Sheriff's Office and transported to the Bellows Falls Police Department for processing. He was ordered held on $25,000 cash or surety bond with conditions and a citation to appear on 11/28/22 at 12:30 pm. He was lodged in lieu of bail at the Southern State Correctional Facility soon after.

Officers conducted a traffic stop on a vehicle on Morgan St, subsequently discovered to be driven by Hier, after observing a motor vehicle violation. After meeting with Hier, she was found to be in violation of her court ordered conditions of release, which were set on 11/08/2022. Indicators of impairment were detected, and standardized field sobriety tests were administered. At the conclusion of the tests, Hier was arrested for VCR and DUI.

An officer observed Donovan’s vehicle traveling south on Westminster St in the area of the town line of Bellows Falls / Westminster. The officer observed a motor vehicle violation as the vehicle was traveling south in the area. After catching up to the vehicle on Route 5 in the Town of Westminster, several more motor vehicle violations were observed. A traffic stop was initiated, and upon making contact with the operator, Donovan, indicators of impairment were observed. Standardized Field Sobriety Tests were administered, and at the conclusion of the tests Donovan was arrested for DUI.

Officers made contact with a vehicle subsequently discovered to be driven by O’Brien in the parking lot of a local business on Westminster St, after officers had observed a motor vehicle violation. It was subsequently discovered that O’Brien had an active arrest warrant issued by the Vermont Superior Court – Windham Criminal Division as well as the fact that her license was criminally suspended in the State of Vermont.

Indicators of impairment were observed, and Standardized Field Sobriety Test’s were administered. At the completion of the tests O’Brien was placed under arrest for the arrest warrant, DLS, DUI, and Cruelty to a Child.

O’Brien was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, she was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 11/22/2022 to answer to the charges. O’Brien was lodged at Southern State Correctional Facility in lieu of $200 bail, per the warrant.

The Bellows Falls Police Department was assisted by officers from the Walpole New Hampshire Police Department with regards to this incident.

On September 19th, 2022, the Bellows Falls Police Department investigated the complaint of a retail theft that took place at the 802 Spirits/Shell Convenience Store located at 97 Westminster Street. As a result of this investigation, Kevin Cameron, age 57, Homeless, Bellows Falls, VT was issued a citation to appear in the Windham Superior Court – Criminal Division on November 1st, 2022 at 0800 hours to answer to the offense of Retail Theft / Violation of Conditions of Release. Cameron was also lodged on an active Windham County Arrest Warrant for failing to appear in court on an unrelated charge.

SUMMARY OF INCIDENT: On September 16th, 2022, at approximately 2200 hours, an officer with the Bellows Falls Police Department arrested Brian M. Brownell, age 39, of Bellows Falls on an active instate arrest warrant issued by the Vermont Superior Court – Windsor Criminal Division.

Brownell was located at a residence on Center St and subsequently taken into custody. He was transported to the Bellows Falls Police Department and was ultimately lodged at Southern State Correctional Facility in lieu of $200 bail.
