 VIOLATION: Driving with a Criminally Suspended License & Arrest on Instate Warrant            

 ACCUSED: Gideon Toussaint (age 40)                                            

 CITY, STATE OF RESIDENCE: Bellows Falls, Vermont  

SUMMARY OF INCIDENT: On July 7th, 2021 at approximately 0842 hours, an officer with the Bellows Falls Police Department arrested Gideon Toussaint, age 40, of Bellows Falls, Vermont on an active instate arrest warrant and for driving with a criminally suspended license.

While attempting to locate Toussaint on the arrest warrant Toussaint came driving into the locations the officers were located. Officers were aware that Toussaint’s license was criminally suspended.

Toussaint was taken into custody without incident and transported to the Bellows Falls Police Department for processing. Toussaint was ultimately transported to Southern State Correctional Facility in lieu of bail by the Windham County Sheriff’s Office. Toussaint was issued a citation to appear in Vermont Superior Court - Windham Criminal Division on 08/31/2021 to answer to the DLS charge.

 ACCUSED: Stacey M. Martin (age 35)                                            

 CITY, STATE OF RESIDENCE: Brattleboro, Vermont      

SUMMARY OF INCIDENT: On July 23rd, 2021 at approximately 1301 hours, an officer with the Bellows Falls Police Department arrested Stacey M. Martin, age 35, of Brattleboro, Vermont on an active instate arrest warrant issued by the Vermont Superior Court Windsor Criminal Division.

Martin was transported to the Bellows Falls Police Department and then ultimately lodged at Southern State Correctional Facility in lieu of $200 bail. Martin was issued a citation to appear in Vermont Superior Court Windsor Criminal Division on 07/26/2021, should she post bail.

 SUMMARY OF INCIDENT: On July 23rd, 2021 at approximately 0924 hours, an officer with the Bellows Falls Police Department arrested Benjamin Woodbury, age 35, of Bellows Falls, Vermont on two active instate arrest warrants issued by the Vermont Superior Court Windham & Windsor Criminal Divisions.

 Woodbury was transported to the Bellows Falls Police Department and ultimately transported to the court by the Windham County Sheriff’s Office.

Jerald Buffum was subsequently arrested for DUI #2 and DUI Criminal Refusal. Buffum was cited to appear in court at a later date and released to a sober party.

SUMMARY OF INCIDENT: On 07/16/2021 at approximately 1751 hours, the Bellows Falls Police Department conducted a traffic stop on Rockingham Street in the Village of Bellows Falls after receiving a BOL for an intoxicated driver. Marie Obrien was subsequently arrested for DUI. Obrien was cited to appear in court at a later date and released to a sober party.

 ACCUSED: Pamela L. Runnells (age 36)                                         

 CITY, STATE OF RESIDENCE: Chester, Vermont            

SUMMARY OF INCIDENT: On July 15th, 2021 at approximately 0917 hours, an officer with the Bellows Falls Police Department arrested Pamela L. Runnells, age 36, of Chester, Vermont for VCR.

 An officer made contact with Runnells in the Oak Hill Cemetery for an unrelated issue. After making contact with Runnells it was discovered she had active conditions of release that she was in violation of.

 Runnells was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 08/31/2021 to answer to the charge.

 The Bellows Falls Police Department was assisted with this incident by Golden Cross Ambulance.

VIOLATION: Driving with a Criminally Suspended License & Violation of Conditions of Release         

 ACCUSED: Ryan C. Wilbur (age 34)                                               

 CITY, STATE OF RESIDENCE: North Clarendon, Vermont         

SUMMARY OF INCIDENT: On July 1st, 2021 at approximately 1101 hours, an officer with the Bellows Falls Police Department arrested Ryan C. Wilbur, age 34, of North Clarendon, Vermont for driving with a criminally suspended license and violation of conditions of release.

 Wilbur’s vehicle was stopped on Rockingham St when an officer observed a motor vehicle violation. Subsequent investigation led to the discovery that his license was criminally suspended in the State of Vermont. It was also discovered that Wilbur was in violation of his court ordered conditions of release.

 Wilbur was taken into custody without incident and transported to the Bellows Falls Police Department for processing. Wilbur was ultimately released on a citation to appear in Vermont Superior Court - Windham Criminal Division on 08/17/2021.
