On August 31st, 2022, the Bellows Falls Police Department investigated the complaint of a male subject causing a disturbance in front of the Bellows Falls Town Hall located at 7 The Square. As a result of this investigation, Ryan Avery, age 45, Homeless, was issued a citation to appear in the Windham Superior Court – Criminal Division on September 1st, 2022 at 1230 hours to answer to the offense of Aggravated Disorderly Conduct and Unlawful Mischief.

SUMMARY OF INCIDENT: On August 12th, 2022, at approximately 1943 hours, an officer with the Bellows Falls Police Department arrested Martin R. Gonyea, age 35, of Bellows Falls, Vermont for attempting to elude.

Gonyea’s vehicle was seen driving south on Westminster St when officers observed a motor vehicle violation and attempted to stop it. Gonyea failed to yield to the officers emergency lights and sirens and continued driving south. Gonyea eventually pulled over into a private driveway.

Gonyea was issued a citation to appear in Vermont Superior Court - Windham Criminal Division on 10/04/2022.

ACCUSED: Joshua Lescord (age 35) of Rockingham, VT

         Stephen Lee (age 37) of Plainfield, NH

         Kimberly Duprey (age 45) of Plainfield, NH                                       

SUMMARY OF INCIDENT: On June 24th, 2022, at approximately 2159 hours, an officer with the Bellows Falls Police Department was assisting with locating a vehicle which had driven from traffic stop from towns north of Bellows Falls. Officers ultimately made contact with Joshua Lescord, Stephen Lee, and Kimberly Duprey, who were parked at a pull-off in an attempt to determine if they had seen the vehicle of interest. While speaking with the group, indicators of criminal drug activity were observed.

A consent search of the vehicle and persons were conducted. At the conclusion of the searches, the persons were arrested on the following charges:

Duprey – Possession of Heroin (Misdemeanor)

Lee – Possession of Heroin (Felony)

Lescord – Possession of Heroin (Misdemeanor) & Violation of Conditions of Release

All of the subjects were arrested and transported to the Bellows Falls Police Department for the purpose of processing. At the completion each was issued a citation to appear to answer to the respective charges on 08/30/22 in Vermont Superior Court – Windham Criminal Division.

The Bellows Falls Police Department was assisted by the Walpole New Hampshire Police Department with this incident.

SUMMARY OF INCIDENT: On August 20th, 2022, at approximately 2324 hours, an officer with the Bellows Falls Police Department arrested Tylisha M. Stone, age 21, of Springfield, Vermont for driving under the influence.

Stone’s vehicle was stopped on Rockingham St after an officer observed a motor vehicle violation. After meeting with Stone, indicators of impairment were observed. Standardized Field Sobriety Test’s were administered, and at the conclusion of the tests Stone was arrested for DUI.

Stone was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, she was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 10/11/2022 to answer to the charge.

SUMMARY OF INCIDENT: On 08-20-2022 at approximately 3:26 p.m., The Bellows Falls Police Department received a call from an employee of Walgreens, located at 112 Rockingham Street in Bellows Falls.

The employee called to state that a male had walked out of the store with items in a shopping cart that he had not paid for.

On arriving, an individual known to Officers of the Bellows Falls Police Department, Kevin Cameron was in the parking lot with the shopping cart of items.

Cameron was immediately placed under arrest and was transported to the Bellows Falls Police Department for processing.

Cameron was transported to the Southern State Correctional Facility and issued a citation to appear in the Windham County Superior Court- Criminal Division to answer to the charge(s) on August 22, 2022, at 12:30 p.m.

Walker’s vehicle was stopped on Westminster St after an officer observed a motor vehicle violation. After meeting with Walker, indicators of impairment were observed. Standardized Field Sobriety Test’s were administered, and at the conclusion of the tests Walker was arrested for DUI.

Walker was transported for the purpose of processing. At the completion, he was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 09/27/2022 to answer to the charge.

SUMMARY OF INCIDENT: On June 10th, 2022, at approximately 0150 hours, an officer with the Bellows Falls Police Department met with an operator on Route 5 in the Town of Rockingham after observing a motor vehicle violation on Rockingham St in Bellows Falls. After meeting with the operator, Adam S. Harrington, 28, of Springfield, Vermont it was determinet that his license was criminally suspended in the State of Vermont.

Harrington was arrested and transported to the Bellows Falls Police Department for the purpose of processing. At the completion of processing Harrington was issued a citation to appear in Vermont Superior Court – Windham Criminal Division to answer to the charge of DLS on 07/26/2022.

Sheltra’s vehicle was stopped on Wells St after an officer observed a motor vehicle violation After meeting with Sheltra, indicators of impairment were observed. Standardized Field Sobriety Test’s were administered, and at the conclusion of the tests Sheltra was arrested for DUI.

Sheltra was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, he was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 07/05/2022 to answer to the charge.

SUMMARY OF INCIDENT: On July 6th, 2022, at approximately 2157 hours, an officer with the Bellows Falls Police Department arrested David C. Clark, age 57, of Rockingham, Vermont for driving under the influence and driving with a criminally suspended license.

Clark’s vehicle was stopped on the New Arch Bridge after an officer observed a motor vehicle violation. After meeting with Clark, indicators of impairment were observed. Clark was subsequently arrested for DUI and DLS.

Clark was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, he was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 07/26/2022 to answer to the charges.

VIOLATION: Ignition Interlock Device Required               

ACCUSED: Jeffrey D. Kneeland (age 39)                                        

CITY, STATE OF RESIDENCE: Townshend, Vermont     

SUMMARY OF INCIDENT: On July 15th, 2022, at approximately 0020 hours, an officer with the Bellows Falls Police Department arrested Jeffrey D. Kneeland, age 39, of Townshend, Vermont for the crime of Ignition Interlock Device Required.

A vehicle subsequently discovered to be driven by Kneeland was seen by an officer driving south on Westminster St in the Village of Bellows Falls. The officer observed a motor vehicle violation and turned around to catch up to the vehicle, which was crossing into the Town of Westminster on Route 5 as the officer caught up to it. The officer initiated a traffic stop for the observed violation.

At the scene of the stop, Kneeland was identified as the operator. It was discovered that he was required to have an ignition interlock device in the vehicle he was driving which he did not.

Kneeland was issued a citation to appear in Vermont Superior Court - Windham Criminal Division on 08/30/2022 to answer to the charge of Ignition Interlock Device Required.
