SUMMARY OF INCIDENT:

 On 09/24/2021 the Bellows Falls Police Department responded to a residence on Williams Street in the Village of Bellows Falls for a reported disturbance. After an investigation, Alias Hazen-Foster was arrested for Domestic Assault committed in front of a child. Hazen-Foster was cited to appear in court on 09/27/2021 to answer the charge, and released.

SUMMARY OF INCIDENT: On 09/26/2021 the Bellows Falls Police Department responded to PK’s on Rockingham Street for a report that an employee had been assaulted. An investigation determined that Alias Hazen-Foster had assaulted an employee. Several attempts to locate Hazen-Foster were unsuccessful. On 09/27/2021 a search warrant was granted for Hazen-Foster’s residence on Rockingham Street. Entry was made and Alias Hazen-Foster was taken into custody. Hazen-Foster was lodged at S.S.C.F. in lieu of $5000.00 bail.

 ACCUSED: Stacey M. Martin (age 35)                                            

 CITY, STATE OF RESIDENCE: Brattleboro, Vermont      

SUMMARY OF INCIDENT: On August 20th, 2021, at approximately 1256 hours, an officer with the Bellows Falls Police Department cited Stacey M. Martin, age 35, of Brattleboro, Vermont for retail theft from a local business as well as violation of conditions of release.

 Officers responded to Greater Falls Pharmacy after receiving a report of a female who had just walked out of the store with a pair of sunglasses without paying. The subject was ultimately identified as Martin.

 Martin was located and issued a citation to appear in Vermont Superior Court - Windham Criminal Division on 10/05/2021 to answer to the charges.

 MOTOR VEHICLE CRASH

 OPERATOR #1: Christopher W. Bascom (36) of Ludlow, Vermont

 VEHICLE #1: Black 2002 Yamaha Midnight Star

 OPERATOR #2: Tammy L. Westney (45) of Rockingham, Vermont

 VEHICLE #2: Black 2019 Ford Escape                                            

SUMMARY OF INCIDENT: On September 17th, 2021, at approximately 0750 hours, the Bellows Falls Police Department responded to the area of 240 Rockingham St for a report of a motor vehicle crash involving a motorcycle.

 Upon arrival an investigation was conducted. During the course of the investigation, it was determined that vehicle number one, operated by Bascom, was traveling south behind vehicle number two, operated by Westney. Westney began to slow for stopped traffic ahead of her and Bascom was unable to stop before colliding with the back of Westney’s vehicle.

 The crash caused moderate damage to both vehicle’s. Bascom was ultimately issued a Vermont Civil Violation Complaint for a violation of 23 VSA 800(a): operating without liability insurance.

 The Bellows Falls Police Department was assisted on scene by the Bellows Falls Fire Department, Golden Cross Ambulance, Walpole NH Police, Vermont AOT, and J&M Auto.

 ACCUSED: David J. Greenier (age 28)                                            

 CITY, STATE OF RESIDENCE: Rockingham, Vermont   

 SUMMARY OF INCIDENT: On September 17th, 2021, at approximately 1600 hours, an officer with the Bellows Falls Police Department arrested David J. Greenier, age 28, of Rockingham, Vermont for VCR and Disorderly Conduct.

 Officer’s were called to an address on Granger St for a report of a male who was attempting to fight with people at that location. Officer’s ultimately made contact and identified the subject trying to fight as Greenier. An investigation was conducted and ultimately Greenier was arrested for the crimes listed above.

 Greenier was transported to the Bellows Falls Police Department where he was was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 09/20/2021, per the court, to answer to the charges.

 The Bellows Falls Police Department with this incident by the Walpole New Hampshire Police Department.

 ACCUSED: David J. Greenier (age 28)                                            

 CITY, STATE OF RESIDENCE: Rockingham, Vermont   

SUMMARY OF INCIDENT: On September 4th, 2021, at approximately 1028 hours, an officer with the Bellows Falls Police Department arrested David J. Greenier, age 28, of Rockingham, Vermont for VCR.

 Officer’s responded to assist Golden Cross Ambulance at a medical emergency that they were responding to. Upon arrival, an officer determined Greenier’s identity and learned that he had an active instate arrest warrant, issued by the Vermont Superior Court – Washington Unit. It was also determined that Greenier had active conditions of release that he was in violation of.

 Greenier was arrested and transported to the Bellows Falls Police Department where he was was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 09/07/2021 to answer to the arrest warrant as well as the new charge of VCR. Greenier was subsequently transported to Southern State Correctional Facility where he was lodged in lieu of $200 bail.

 ACCUSED: Julie M. Bright (age 34)                                    

 CITY, STATE OF RESIDENCE: Athens, Vermont

SUMMARY OF INCIDENT: On September 2nd, 2021 at approximately 1635 hours, an officer with the Bellows Falls Police Department arrested Julie M. Bright, age 34, of Athens Vermont on an active instate arrest warrant issued by the Vermont Superior Court Windsor Criminal Division.

Officer’s located Bright in the parking lot at 97 Westminster St. Bright was ultimately taken into custody and transported to the Bellows Falls Police Department. She was ultimately transported to Southern State Correctional Facility in lieu of $200 bail.

 MOTOR VEHICLE CRASH

 OPERATOR #1: Juvenile (17) of Newport, New Hampshire

 OPERATOR #2: Douglas R. Jones (63) of Charlestown, New Hampshire                                      

SUMMARY OF INCIDENT: On September 2nd, 2021 at approximately 0702 hours, the Bellows Falls Police Department responded to the intersection of Rockingham St at the New Arch Bridge for a report of a two car motor vehicle accident with no injuries and possible fluids leaking.

Upon arrival an investigation was conducted. During the course of the investigation, it was discovered that a Juvenile who was traveling south on Rockingham St and making a left turn onto the New Arch Bridge had failed to yield to the right of way of Jones who was traveling north on Rockingham St, through the intersection.

The crash caused moderate damage to the Juvenile’s vehicle, and substantial damage to Jones’ vehicle. Both vehicles were ultimately removed from the scene by J&M Auto.

The Bellows Falls Police Department was assisted on scene by the Bellows Falls Fire Department, Golden Cross Ambulance, and J&M Auto.

 LOCATION (specific): Rockingham St, Bellows Falls & 287 Rte 5, Rockingham             

 VIOLATION: Violation of Conditions of Release                

 ACCUSED: Patrick Spaulding (age 56)                                            

 CITY, STATE OF RESIDENCE: Chester, Vermont            

SUMMARY OF INCIDENT: On September 1st, 2021 at approximately 1313 hours, an officer with the Bellows Falls Police Department arrested Patrick Spaulding, age 56, of Chester, Vermont for VCR.

 An officer initiated a traffic stop with a vehicle after observing a motor vehicle offense. The officer made contact with the vehicle and ultimately discovered that Spaulding was in the vehicle with an individual he was court ordered not to have contact with.

 Spaulding was arrested and transported to the Bellows Falls Police Department where he was was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 09/02/2021 to answer to the charge.
