At the conclusion of the investigation, Joshua W. Pillsbury, 28, of Claremont, New Hampshire, was arrested for the offenses. Pillsbury was processed at the Bellows Falls Police Department and issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 01/23/23 to answer to the charges, per the court.

SUMMARY OF INCIDENT: On December 16th, 2022, an officer with the Bellows Falls Police Department witnessed a snowmobile traveling south on Westminster St in Bellows Falls and onto Route 5 in Westminster. When the officer attempted to stop the snowmobile, the operator accelerated and failed to stop for the officers lights and sirens. An investigation ensued and at the conclusion of the investigation Bashaw was issued a citation to appear in the Vermont Superior Court – Windham Criminal Division on February 7th, 2023, to answer to the offense Attempting to Elude a Law Enforcement Officer.

SUMMARY OF INCIDENT: On January 18th, 2023, at approximately 2044 hours, officers with the Bellows Falls Police Department responded to a disturbance at a residence on South St. After speaking with involved individuals, it was determined that one of the involved parties, Frank E. Heynig II, age 31, of Bellows Falls, had an active extraditable warrant out of the State of New Hampshire.

Heynig was located walking on Atkinson St and taken into custody. Heynig was transported to the Bellows Falls Police Department for processing. Heynig was ordered held in lieu of $10,000 bail and was subsequently transported to Southern State Correctional Facility. Heynig will be arraigned on the charge on 01/19/2023.

The Bellows Falls Police Department was assisted by officers from the Walpole (NH) Police Department and deputies from the Windham County Sheriff's Office.

On 11-11-2022 at approximately 1:38 p.m., the Bellows Falls Police Department received a call from an employee of Penguin Mart, located at 124 Rockingham Street in Bellows Falls.

The employee called to state that a male had “pickpocketed” the wallet of an elderly customer as they were exiting the store.

Upon arriving and watching the security footage the individual that allegedly stole the wallet was identified as Jeffrey Matteson.

Matteson was located on 12-16-2022 and issued a No Trespass Order for the Penguin Mart and a citation to appear in the Windham County Superior Court- Criminal Division to answer to the charge(s) of Larceny from a Person on February 07, 2023, at 8:00 a.m.

SUMMARY OF INCIDENT: On January 13th, 2022, at approximately 2315 hours, an officer with the Bellows Falls Police Department arrested Jeffrey D. Kneeland, age 40, of Vernon, Vermont for the crime of Ignition Interlock Device Required.

A vehicle subsequently discovered to be driven by Kneeland stopped for the observed violation on Route 5 in the Town of Westminster, just outside of the Village of Bellows Falls. At the scene of the stop, Kneeland was identified as the operator. It was discovered that he was required to have an ignition interlock device in the vehicle he was driving which he did not.

Kneeland was arrested and transported to the Bellows Falls Police Department for processing. At the completion of processing he was issued a citation to appear in Vermont Superior Court - Windham Criminal Division on 02/28/2023 to answer to the charge of Ignition Interlock Device Required.

SUMMARY OF INCIDENT: On December 31st, 2022, an officer with the Bellows Falls Police Department witnessed a vehicle traveling north on Rockingham St in Bellows Falls before proceeding onto Route 5 in Rockingham. The officer noticed that the vehicle crossed over the solid yellow centerline and was driving northbound in the southbound lane. The officer subsequently stopped the vehicle. After a brief investigation the operator of the vehicle who was identified as DJ White was placed under arrest for Driving Under the Influence (2nd Offence) and Negligent Operation. White was issued a citation to appear in the Windham Superior Court – Criminal Division on February 7th, 2023, for the offenses of DUI and Negligent Operation.

ACCUSED: Daniel J. Carr (age 32)                                      

CITY, STATE OF RESIDENCE: Bellows Falls, Vermont  

SUMMARY OF INCIDENT: On December 30th, 2022, at approximately 2318 hours, an officer with the Walpole New Hampshire Police Department attempted to stop a vehicle on Route 12 in the Town of Walpole for observed motor vehicle violations. The vehicle ultimately fled the scene of the stop at a high rate of speed and the Walpole officer continued to attempt to stop the vehicle.

The vehicle continued into the Village of Bellows Falls via the New Arch Bridge and through the Village of Bellows Falls before proceeding into the Town of Westminster. Officers continued to attempt to stop the vehicle which drove in a grossly negligent manner while traveling through the Village of Bellows Falls and on Route 5 in Westminster. The operator eventually lost control of the vehicle and it crashed on Route 5 just south of the Rockingham Recycling Center.

Officers made contact and identified the operator as Daniel J. Carr, age 32, of Bellows Falls. While interacting with the Carr indicators of impairment were observed. Carr was subsequently transported to Springfield Hospital by Golden Cross Ambulance. At the hospital Standardized Field Sobriety Test’s were administered. It was also learned that Carr’s license was criminally suspended in the State of Vermont, he had provided false information to police, and was in violation of his court ordered conditions of release.

Carr was ordered held in lieu of $2,500 bail and lodged at Southern State Correctional Facility, per the court. Carr was ordered to appear in Vermont Superior Court – Windham Criminal Division on 01/03/2023 to answer to the charges.

The Bellows Falls Police Department was assisted with this investigation by the Walpole (NH) Police Department, Windham County Sheriff’s Office, Golden Cross Ambulance, Westminster Fire & Rescue, and J&M Auto.
