ACCUSED: Dwight T. Manley (age 35)

CITY, STATE OF RESIDENCE: Walpole, New Hampshire

SUMMARY OF INCIDENT: On June 30th, 2023, at approximately 2340 hours, an officer with the Bellows Falls Police Department arrested Dwight T. Manley, age 35, of Walpole, New Hampshire for driving under the influence.

Manley’s vehicle was observed driving on Rockingham St and into the Town of Rockingham on Route 5. An officer observed several motor vehicle violations on Route 5 and subsequently stopped the vehicle on Missing Link Rd. After meeting with the operator, Manley, indicators of impairment were observed. Standardized Field Sobriety Test’s were administered, and at the conclusion of the tests Manley was arrested for DUI.

Manley was transported to the Bellows Falls Police Department for the purpose of processing. During processing Manley became uncooperative and combative, and ultimately damaged property belonging to the police department. 

At the completion of processing Manley was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 07/03/2023 to answer to the charges of Driving Under the Influence and Unlawful Mischief. Manley was lodged at Southern State Correctional Facility in lieu of $500 cash/surety bail, per the Honorable Court.

SUMMARY OF INCIDENT: On June 2nd, 2023, at approximately 0010 hours, an officer with the Bellows Falls Police Department arrested Brian M. Brownell, age 40, of Bellows Falls, Vermont for driving with a criminally suspended license and violation of conditions of release.

While on patrol an officer located a vehicle stopped on Henry St Ext at the intersection of Pine St. The officer discovered that the operator of the vehicle, subsequently identified as Brownell, had fallen asleep at the wheel. The officer stopped to check on Brownell, and subsequently discovered that his license was criminally suspended in the State of Vermont, and he was in violation of active court ordered conditions.

Brownell was taken into custody without incident and transported to the Bellows Falls Police Department for processing. Brownell was ultimately released on a citation to appear in Vermont Superior Court - Windham Criminal Division on 07/11/2023 to answer to the charges.

The Bellows Falls Police Department was assisted on scene with this investigation by officers from the Walpole (NH) Police Department.

SUMMARY OF INCIDENT: On May 10th, 2023, at approximately 2046 hours, the Bellows Falls Police Department arrested Joel M. Goldsmith, age 39, of Bellows Falls for the above listed charges.

While officers were on foot patrol in the area of the Square, they received a report of a male subject hitting there police cruiser and acting in a disorderly manner. Officers subsequently made contact with the male, identified as Goldsmith, and after an investigation at roadside it was discovered that he was in possession of several stolen items.

It was subsequently discovered that on 04/28/2023, the Bellows Falls Police Department had responded to a report of a motor vehicle break in at a business on Henry St. The stolen items in this incident were discovered to have been stolen from this motor vehicle on the listed date.

Goldsmith was arrested and transported to the Bellows Falls Police Department for the purpose of processing. At the completion of processing Goldsmith was issued a citation to appear on 07/11/2023 to answer to the charges.

Hansen was ultimately arrested and transported to the BFPD for processing. At the completion of processing Hansen was released on a citation, per the court.

Batchelder was located walking on Oak St and ultimately fled from officers. Officers chased Batchelder on foot throughout the village for a lengthy period of time. He was ultimately located and taken into custody without incident at a residence on Green St. Batchelder was transported to Southern State Correctional Facility and lodged in lieu of $100 bail.

The Bellows Falls Police Department received a complaint from Peltier saying that her significant other had violated a relief from abuse order and provided a sworn statement to the police department which was shown after an investigation to be untrue.

SUMMARY OF INCIDENT: On May 7th, 2023, at approximately 0019 hours, the Bellows Falls Police Department received a report of a domestic disturbance on King St. 

An investigation was conducted, and at the conclusion of the investigation, Tami M. Amidon, age 54, of Bellows Falls was arrested for 1st Degree Aggravated Domestic Assault. Amidon was issued a citation to appear in Vermont Superior Court - Windham Criminal Division on 05/08/2023 to answer to the charge and released on conditions of release, per the court.

A short time later officers were continuing there investigation and responded back to the residence the original incident had occurred. Amidon was located at said location, in violation of her originally issued conditions of release. Amidon was arrested and transported to the Bellows Falls Police Department for processing. She was released on conditions of release, per the court.

The Bellows Falls Police Department was assisted with this incident by the Walpole NH Police Department.

SUMMARY OF INCIDENT: On May 5th, 2023, at approximately 1534 hours, officers with the Bellows Falls Police Department responded to a trespassing complaint at a local business on Westminster St. Upon investigation it was determined that one of the involved parties, Dustin P Lockerby, age 25, of Athens, had an active extraditable warrant out of the State of New Hampshire.

Lockerby was located walking on Westminster St and was taken into custody. Lockerby was transported to the Bellows Falls Police Department for processing. Lockerby was ordered held in lieu of $10,000 bail and was subsequently transported to Southern State Correctional Facility. Lockerby will be arraigned on the charge on 05/08/2023.

An officer observed a motor vehicle violation on Westminster St in the Village of Bellows Falls on a vehicle ultimately discovered to be driven by Lafayette. The officer stopped the vehicle on Route 5 in the Town of Westminster and after meeting with Lafayette, the officer observed signs of impairment. Standardized Field Sobriety Tests were administered and at the conclusion of the tests Lafayette was arrested for DUI.

Lafayette was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, Lafayette was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 05/16/2023 to answer to the charges.

On 04-15-2023 at approximately 2:27 p.m. Officer Mayer of the Bellows Falls Police Department, received a dispatch concerning an unconscious male in a vehicle. The operator was later identified as Richard Pennington of Hudson Falls, NY.

Pennington was woken up and a conversation began. On suspicion of Pennington being intoxicated, the standard field sobriety tests were conducted. Pennington could not perform the tests. 

A roadside Blood Alcohol Content was requested and given, with the resulting BAC % over the allowable limit set forth by law.

Pennington was advised that that he was under arrest, he resisted and had to be physically subdued. Pennington was taken into custody and charged with DUI -2nd or Subsequent Offense, Resisting Arrest and Aggravated Disorderly Conduct.

Pennington was transported to the Bellows Falls Police Department for processing and issued a citation to appear in Windham Superior Court- Criminal Division to answer to the charge(s) on May 2nd, 2023, at 8:30 a.m.

Morsey’s vehicle was stopped on Rockingham St after an officer observed a motor vehicle violation. After meeting with Morsey, indicators of impairment were observed. Standardized Field Sobriety Test’s were administered, and at the conclusion of the tests Morsey was arrested for DUI.

Morsey was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, he was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 04/04/2023 to answer to the charge of Driving Under the Influence.

SUMMARY OF INCIDENT: On March 10th, 2022, the Bellows Falls Police Department responded to Williams St at 2020 hours for a male causing a disturbance. After a subsequent investigation James Cullers, age 58. of Bellows Falls, had an active warrant and was charged with Violation of Conditions of Release. Cullers was Lodged at Southern State Correctional Facility on his active arrest warrant.

SUMMARY OF INCIDENT: On March 7th, 2023, at approximately 1141 hours, officers with the Bellows Falls Police Department responded to a report of a male causing a disturbance on Westminster St. Upon arrival of officers, the male was discovered to be Jeffrey Matteson, 27, of Bellows Falls. Officers attempted to arrest Matteson and a struggle ensued. With the assistance of the Walpole, New Hampshire Police Department and other citizens in the area, Matteson was placed into handcuffs. Two of the officers involved in the struggle sustained minor injuries.

Matteson was additionally charged with the crimes of trafficking fentanyl and possession of cocaine after the items fell from his person during the struggle.

Matteson was transported to the Bellows Falls Police Department for processing. Matteson was ordered held in lieu of $1,000 bail and was subsequently transported to Southern State Correctional Facility. Matteson will be arraigned on the charges on 03/08/2023.

VIOLATION: Driving Under the Influence 

ACCUSED: Joan T. Barnhill (age 66)

CITY, STATE OF RESIDENCE: Salem, New Hampshire

SUMMARY OF INCIDENT: On February 17th, 2023, at approximately 2354 hours, an officer with the Bellows Falls Police Department arrested Joan T. Barnhill, age 66, of Salem, New Hampshire for driving under the influence.

Barnhill’s vehicle was stopped on Rockingham St after an officer observed a motor vehicle violation. After meeting with Barnhill, indicators of impairment were observed. Standardized Field Sobriety Test’s were administered, and at the conclusion of the tests Barnhill was arrested for DUI.

Barnhill was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, she was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 02/28/2023 to answer to the charges of Driving Under the Influence.

The Bellows Falls Police Department was assisted by the Windham County Sheriff's Office with regards to this incident.
