Gross Negligent Operation

ACCUSED: Ashley L. Hier (age 31)                                    

CITY, STATE OF RESIDENCE: Bellows Falls, Vermont  

SUMMARY OF INCIDENT: On October 22nd, 2022, at approximately 2254 hours, an officer with the Bellows Falls Police Department arrested Ashley L. Hier, age 31, of Bellows Falls, Vermont for driving under the influence, cruelty to a child, and gross negligent operation.

Officers responded to an incident on Green St along with other emergency services. During the course of the investigation, indicators of impairment were observed, and Standardized Field Sobriety Tests were administered. At the conclusion of the tests Hier was arrested for driving under the influence and gross negligent operation, thereby additionally endangering the welfare of a child.

Hier was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, she was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 11/08/2022 to answer to the charges.

VIOLATION: Providing False Information to a Police Officer

ACCUSED: Robert L. Anderson Jr (age 38)

CITY, STATE OF RESIDENCE: Springfield, Vermont & Massachusetts

SUMMARY OF INCIDENT: On October 15th, 2022, at approximately 2317 hours, an officer with the Bellows Falls Police Department arrested Robert L. Anderson Jr, age 38, of Springfield, Vermont/Massachusetts for providing false information to a police officer.

Anderson’s vehicle was stopped on Granger St after an officer observed a motor vehicle violation. After meeting with Anderson, he provided a false identity to officers.

Anderson was transported to the Bellows Falls Police Department for the purpose of processing. At the completion of processing, he was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 11/29/2022 to answer to the charge.

The Bellows Falls Police Department was assisted by the Windham County Sheriff’s Office with regards to this investigation.

SUMMARY OF INCIDENT: On September 15th, 2022, the Bellows Falls Police Department responded to J&H Hardware at approximately 1708 hours for someone caught on camera stealing a pair of pants. After a subsequent investigation the person in the video was identified as Kaanan Kain, 32, of Bellows Falls, Vermont. Kain was subsequently located and cited for November 8th, 2022 at the Vermont Superior Court – Windham Criminal Division to answer to the charge of Retail Theft.

SUMMARY OF INCIDENT:      

On 08-19-2022 at approximately 11:02 a.m., The Bellows Falls Police Department received a call from an employee of the Shell convenience store located at 97 Westminster Street in Bellows Falls.

The employee called to state that a male had walked out of the store with a bottle of liquor and after reviewing the security footage had done this on multiple occasions.

The subject, Kaanan Kane who is known to Officers of the Bellows Falls Police Department was subsequently located and was issued a citation to appear in the Windham County Superior Court- Criminal Division to answer to the charge(s) on November 8, 2022, at 8:00 a.m.

ACCUSED: Shawna M. Davignon (age 38)

CITY, STATE OF RESIDENCE: Bellows Falls, Vermont

SUMMARY OF INCIDENT: On September 11th, 2022, at approximately 0014 hours, an officer with the Bellows Falls Police Department arrested Shawna M. Davignon, age 38, of Bellows Falls, Vermont, for driving under the influence and violation of conditions of release.

Davignon’s vehicle was stopped on Rockingham St after an officer observed a motor vehicle violation. After meeting with the operator, Davignon, indicators of impairment were observed. Standardized Field Sobriety Test’s were administered, and at the conclusion of the tests she was arrested for DUI.

Davignon was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, he was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 11/01/2022 to answer to the charges.

The Bellows Falls Police Department was assisted by the Windham County Sheriff’s Office with regards to this investigation.

VIOLATION: Driving Under the Influence, Driving with a Criminally Suspended License,

Cruelty to a Child, Arrest on Warrant (Instate)

ACCUSED: Marie A. O’Brien (age 37)

CITY, STATE OF RESIDENCE: Rockingham, Vermont

SUMMARY OF INCIDENT: On October 6th, 2022, at approximately 1900 hours, an officer with the Bellows Falls Police Department arrested Marie A. O’Brien, age 37, of Rockingham, Vermont for driving under the influence, driving with a criminally suspended license, cruelty to a child, and an active arrest warrant.

Officers made contact with a vehicle subsequently discovered to be driven by O’Brien in the parking lot of a local business on Westminster St, after officers had observed a motor vehicle violation. It was subsequently discovered that O’Brien had an active arrest warrant issued by the Vermont Superior Court – Windham Criminal Division as well as the fact that her license was criminally suspended in the State of Vermont.

Indicators of impairment were observed, and Standardized Field Sobriety Test’s were administered. At the completion of the tests O’Brien was placed under arrest for the arrest warrant, DLS, DUI, and Cruelty to a Child.

O’Brien was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, she was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 11/22/2022 to answer to the charges. O’Brien was lodged at Southern State Correctional Facility in lieu of $200 bail, per the warrant.

The Bellows Falls Police Department was assisted by officers from the Walpole New Hampshire Police Department with regards to this incident.
