ACCUSED: Jeffrey L. Matteson (age 29)

CITY, STATE OF RESIDENCE: Bellows Falls, Vermont


VIOLATION: Eluding a Police Officer, DUI – Drugs, Trafficking Fentanyl, Cocaine Possession, Violation of Conditions of Release (20 Counts), 

Possession of Dangerous Weapons During the Commission of a Felony


SUMMARY OF INCIDENT: On June 26th, 2024, at approximately 0118 hours, officers with the Bellows Falls Police Department attempted to stop a vehicle on Rockingham St after observing numerous motor vehicle violations. The vehicle failed to stop for officers emergency lights and sirens and officers continued to attempt to stop the vehicle. The vehicle was finally stopped on Tuttle St after pulling into a parking lot.


Officers made contact with the operator, Jeffrey L. Matteson, age 29, of Bellows Falls, who was subsequently placed under arrest. Additionally, Matteson displayed indicators of impairment. Items of drug paraphernalia were observed inside of the vehicle. A consent search was requested and denied by Matteson. The vehicle was subsequently seized pending the application of a search warrant.


Matteson was transported to the Bellows Falls Police Department for processing. At the completion of processing he was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 08/13/2024 to answer to the charges of Eluding a Police Officer, DUI – Drugs, and VCOR.


Upon obtaining a search warrant the vheicle was searched and suspected heroin/fentanyl, crack cocaine, and dangerous/deadly weapons were located inside of the vehicle. Matteson will additionally face the aforemention charges upon his arraingment on 08/13/2024.

SUMMARY OF INCIDENT: On the aforementioned date and time Officer’s with the Bellows Falls Police Department observed Carl Record of Bellows Falls walking north on Rockingham Street. Record was known to have an extraditable warrant from the State of Virginia. Officers contacted Record in the parking lot of Walgreens and placed him under arrest without incident.

 

Record was transported to the Bellows Falls Police Department for processing. At the completion of processing, Record was issued a Vermont Criminal Citation to appear at the Windham Superior Court Criminal Division on 7/29/2024 to answer to the charge of Fugitive from Justice. Record was ordered held in lieu of $30,000 bail and lodged at the Southern State Correctional facility.

ACCUSED: Frederick L. Dezaine (age 54)                                      

CITY, STATE OF RESIDENCE: Weathersfield, Vermont

VIOLATION: Arrest on Warrant (Instate) & Possession of Cocaine

 

SUMMARY OF INCIDENT: On June 29th, 2024, at approximately 0031 hours, officers with the Bellows Falls Police Department conducted a motor vehicle stop on a vehicle on Pleasant St after observing a motor vehicle violation and discovering that the registered owner of the vehicle had an active instate arrest warrant. After meeting with the operator/registered owner, Frederick L. Dezaine, 54, of Weathersfield, Vermont, he was arrested on the active instate arrest warrant.

 

Upon searching Dezaine incident to arrest, items of drug paraphernalia were located on his person, and also observed inside of the vehicle. Dezaine’s vehicle was seized pending the application of a search warrant. Dezaine was transported to the Bellows Falls Police Department for the purpose of processing and subsequently lodged at Southern State Correctional Facility in lieu of $2,500 bail on the arrest warrant.

 

Upon obtaining a search warrant the vehicle was searched and suspected crack cocaine was located inside. Dezaine was located by officers with the Weathersfield (VT) Police Department and issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 08/27/2024 to answer to the charge of possession of cocaine.

 

The Bellows Falls Police Department was assisted by J&M Auto, the Windham County Sheriff’s Office, and the Weathersfield Police Department with regards to this investigation.

ACCUSED: Schiloe M. Jones (age 29) of Newport, New Hampshire

VIOLATION: Fugitive from Justice (New Hampshire – Theft by Unauthorized Taking $1500+) 

 

SUMMARY OF INCIDENT: On July 21st, 2024, at approximately 0230 hours, officers with the Bellows Falls Police Department discovered a stolen vehicle being operated on Rockingham St. The vehicle pulled into the former Hetty Green Motel where officers made contact with James O. Jones of Claremont, New Hampshire. After a brief investigation, Jones was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 09/17/2024 at 0830 to answer to the charges of Possession of Stolen Property and Operation without Owners Consent.

 

While investigating the stolen vehicle, it was learned that another involved party, Schiloe M. Smith of Newport, New Hampshire, had participated in the taking of the vehicle, and had an extraditable warrant from the State of New Hampshire. It was learned that Shiloe was currently at the Rodeway Inn in Rockingham. Officers responded to the Rodeway Inn and subsequently placed Schiloe under arrest. She was transported to the Bellows Falls Police Department for the purpose of processing. At the completion of processing she was issued a citation to appear in Vermont Superior Court - Windham Criminal Division on 07/22/24 at 1230 hours to answer to the charge of Fugitive from Justice. Schiloe was ordered held in lieu of $5,000 bail, and lodged at Southern State Correctional Facility

SUMMARY OF INCIDENT: On July 2nd, 2024, at approximately 2251 hours, officers with the Bellows Falls Police Department arrested Joshua Lescord, age 37, of Athens, Vermont on an active instate arrest warrant.
Officers conducted a motor vehicle stop in the parking lot of a local business. Upon making contact with the occupants of the vehicle, Lescord was observed sitting in the back seat. It was subsequently discovered that he had an active instate arrest warrant.
Lescord was subsequently arrested and transported to the Bellows Falls Police Department. Lescord was ultimately lodged at Southern State Correction Facility in lieu of $200 bail, per the warrant.

SUMMARY OF INCIDENT: On June 26th, 2024, at approximately 0621 hours, an officer with the Bellows Falls Police Department arrested Daniel J. Carr, age 33, of Bellows Falls, Vermont for Driving with a Criminally Suspended License and Violation of Conditions of Release.
An officer observed Carr driving on Atkinson St and suspected his license to be criminally suspended in the State of Vermont. The officer met with Carr in the parking lot of a local business which he pulled into and subsequently confirmed the suspension and placed Carr under arrest. It was subsequently discovered that Carr had active conditions of release which he was discovered to be in violation of.
Carr was transported to the Bellows Falls Police Department for processing was later released on a citation to appear in Vermont Superior Court - Windham Criminal Division on 08/13/2024 to answer to the charges.

SUMMARY OF INCIDENT: On June 21st, 2024, at approximately 0100 hours, an officer with the Bellows Falls Police Department arrested Matthew Lawrence, age 30, of Bellows Falls, Vermont for Possession of Heroin and Resisting Arrest.
At approximately 0051 hours Officers of the Bellows Falls Police Department was checking the area of West St for Matthew Lawrence who had an In-State Arrest Warrant. Upon locating Lawrence, he fled on foot toward the direction of Front St and Center St where he placed under arrest on his warrant along with additional charges for possession of heroin and resisting arrest
Lawrence was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, Lawrence was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 8/6/2024 to answer the charge. Lawrence was lodged at Southern State Correctional Facility on his arrest warrant.

At approximately 2028 hours an Officer of the Bellows Falls Police Department witnessed William Steele operating a motor vehicle. Steele was known to officers to have a suspended driver’s license and an officer conducted a motor vehicle stop on Atkinson St. At the completion of the stop, Steele was placed under arrest for Possession of Cocaine.
Steele was transported to the Bellows Falls Police Department for the purpose of processing. At the completion, Steele was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 8/6/2024 to answer the charge.

SUMMARY OF INCIDENT: On June 21st, 2024 at approximately 2340 hours, Officers with the Bellows Falls Police Department were dispatched to Front Street for a reported attempted break in. While Officers were following up with a lead at a residence on West Street. While speaking with a witness Officers observed Mathew Lawrence who Officer’s know to have an active Arrest Instate Arrest Warrant approach.
Lawrence failed to comply with Officer’s commands and a foot pursuit ensued. Lawrence was taken into custody shortly after on Front Street and transported to the Bellows Falls Police Department for processing. Lawrence was then transported to Southern State Correctional Facility and held on $500 Bail.

SUMMARY OF INCIDENT: On June 15th, 2024, Officers with the Bellows Falls Police Department conducted a motor vehicle stop on a Toyota Tacoma after observing a motor vehicle violation.
While speaking with the operator Brett Anderson (Age 47) Officer’s observed several indicators of impairment. Standardized Field Sobriety Tests were administered to Anderson who was then subsequently arrested for Driving Under the Influence and transported to the Bellows Falls Police Department for processing. At the completion of processing, Anderson was issued a Vermont Criminal Citation to appear at the Windham Superior Court Criminal Division at a later date. Anderson was then transported to Southern State Correctional Facility where he was held till sober.

Subsequent investigation and witness testimony led Officer Raymond to charge Breianna Jones of Athens Vermont, and Michael Webster of Bellows Falls Vermont with Simple Assault. Both Jones and Webster were issued criminal citations to appear before the Vermont Superior Court- Criminal Division on 8/6/2024 at 0830 hours.
