SUMMARY OF INCIDENT: On June 9th, 2024, at approximately 2144 hours, officers with the Bellows Falls Police Department arrested Ross Martin, age 58, of Bellows Falls, Vermont, for Possession of Firearms-Persons Prohibited.

 

Officers responded to a domestic disturbance on Williams Terrace which involved a firearm. During the course of the investigation it was discovered that Martin was in possession of two firearms while being prohibited from possession of firearms via Brady Act disqualification.

 

Martin was issued a Citation to appear in the Windham County Superior Court – Criminal Division, on July 30th, 2024, at 0830 hours.

SUMMARY OF INCIDENT: On June 11th, 2024, at approximately 1927 hours, officers with the Bellows Falls Police Department arrested Carl A. Record, age 51, of Bellows Falls, Vermont and Virginia on an active instate arrest warrant.

 

Officers received information that a wanted individual was possibly with a broken-down vehicle on Route 5 in the Town of Rockingham. Upon checking the area, officers located Record who was known to have an active instate arrest warrant. Record was subsequently arrested and transported to the Bellows Falls Police Department. Record was ultimately lodged at Southern State Correction Facility in lieu of $200 bail, per the warrant.

CITY, STATE OF RESIDENCE: Winchester, New Hampshire & Westminster, Vermont            

 

SUMMARY OF INCIDENT: On May 24th, 2024, at approximately 1642 hours, an officer with the Bellows Falls Police Department cited Wayne S. Morse Jr, age 42, of Winchester, New Hampshire and Westminster, Vermont for license required.

 

An officer working a Governor’s Highway Safety funded grant stopped a vehicle on Westminster St for a motor vehicle violation. After making contact with the operator, Morse, it was determined that he did not have a valid license and had previously been convicted of a violation of the same offense.

 

Morse was released on a citation to appear in Vermont Superior Court - Windham Criminal Division on 07/16/2024 to answer to the charge.

SUMMARY OF INCIDENT: On May 6th, 2024, at approximately 2127 hours, officers with the Bellows Falls Police Department arrested Lisa Lafoe, age 46, of Bellows Falls, Vermont, for Violation of Conditions of Release, possession of cocaine, fentanyl-trafficking, and possession of depressant, stimulant, or narcotic drugs.

 

On the night of May 6th, 2024, an Officer with the Bellows Falls Police Department observed Lisa Lafoe in violation of her 24-hour curfew which was a part of her Conditions of Release. Lafoe was subsequently arrested for the violation and the backpack that was in her possession was seized. After obtaining a search warrant, Officers located presumptive fentanyl, crack cocaine, and unprescribed pills.

 

She was issued a Citation to appear in the Windham County Superior Court – Criminal Division, on June 25th, 2024, at 0830 hours.

SUMMARY OF INCIDENT:         On May 30th, 2024, officers with the Bellows Falls Police Department responded to a call for service On Church Street by TD Bank. While speaking with occupants inside of a motor vehicle, officers learned one of the passengers identified as Jessica Reeves (Age 29) of Brattleboro had an active instate arrest warrant. Reeves was subsequently placed under arrest and transported to the Bellows Falls Police Department for processing.

 

Reeves was then issued a criminal citation to appear before the Windham Superior Court Criminal Division on 5/31/2024. Reeves was then transported and lodged at Southern State Correctional Facility.

ACCUSED: Stephen Pratt (Age 39)

 

CITY, STATE OF RESIDENCE: Athens Vermont

 

SUMMARY OF INCIDENT:         On June 2nd, 2024, at 0115 hours Officer Raymond with the Bellows Falls Police Department observed a vehicle traveling south through the square at a high rate of speed. Officer Raymond began following the vehicle and observed that the vehicle failed to have a registration plate which is a violation of 23 V.S.A 511. Officer Raymond then conducted a traffic stop on the vehicle in front of the Shell gas station on Atkinson Street.

 

Subsequent investigation revealed the operator Stephen Pratt of Athens VT committed the offense of driving under the influence and was placed under arrest. After the completion of processing, Pratt was issued a Vermont Criminal Citation to appear at the Windham Superior Court Criminal Division at a later date.
