ACCUSED: Mark Boysen; Age: 62

CITY, STATE OF RESIDENCE: Brattleboro, Vermont

On 08-26-2024 @ approximately 10:24 p.m. The Bellows Falls Police Department was dispatched to 126 Rockingham Street (The old Sanel Auto Parts building) for reports of a one vehicle accident.

The operator, Mark Boysen was standing outside of his crashed vehicle wearing only a shirt, briefs and socks.

Boysen was transported to the Springfield Hospital Emergency Room by the Golden Cross Ambulance Service for non-life-threatening injuries.

The Bellows Falls Fire Department assisted with traffic control and scene safety.

Following an investigation, Boysen was issued a citation to appear in the Windham Superior Court – Criminal Division on 10-29-2024 at 8:30 a.m. to answer to the charges of, Grossly Negligent Operation and Violation of Conditions of Release.

ACCUSED: Jeremy Stone (age 49)

SUMMARY OF INCIDENT: On September 17th, 2024, at approximately 0100 hours an officer with The Bellows Falls Police Department located a vehicle at the Park & Ride on Route 5 in Rockingham. The officer knew that the vehicle had previously been parked at the Waypoint Center earlier in the night and the only person with the vehicle was criminally suspended. 


The officer engaged in conversation with the subject inside in the vehicle and while speaking with the subject saw signs of impairment. The subject ultimately admitted to driving the vehicle after consuming alcohol.


After a subsequent investigation Jeremy Stone, age 49, of Bellows Falls, Vermont was arrested for driving under the influence (2nd offense) and driving with a criminally suspended license. Stone was issued a citation to appear in the Windham Superior Court – Criminal Division on October 8th, 2024, for the offense of DUI and DLS.

ACCUSED: Dylan Gingues; Age: 37
CITY, STATE OF RESIDENCE: Lowell and Bellows Falls, Vermont
09-07-2024 @ approximately 4:16 p.m. The Bellows Falls Police Department received several phone calls concerning a male laying in the roadway on Atkinson Street while yelling and swearing at passing vehicles and pedestrians.
The individual was later identified as Dylan Gingues and was located behind a residence on Hapgood Street. Gingues immediately began screaming and threatening Sgt. Mayer with a metal broom handle while ignoring all verbal commands. Gingues backed away and broke the bottoms of two glass beer bottles and reapproached Sgt. Mayer with broken glass bottles in each of his hands. Gingues was acting in a violent, tumultuous and threatening manner.
Gingues received a deployment from a (Conducted Energy Weapon) - Taser and immediately went to the ground where compliance was gained. The arriving Walpole NH Officer’s moved in and handcuffed Gingues while he was incapacitated by the C.E.W.
Sgt, Tuttle, Walpole, N.H. Police Department and Vermont State Police assisted in this incident.
Gingues was issued a citation to appear in Windham Superior Court – Criminal Division on 09-09-2024 at 12:30 p.m. to answer to the charge(s) of, Assault on LE, Disorderly Conduct, Unlawful Mischief and Unlawful Trespass. Gingues was held on a $5,000.00 Cash or Surety Bond and transported to the Southern State Correctional Facility.

After interviews, receiving sworn written statements and an investigation Paula Tucker was charged with Financial Exploitation of a Vulnerable Adult, Exploitation of a Vulnerable Adult and Disorderly Conduct.
Tucker was issued a citation to appear in Windham Superior Court – Criminal Division on 10-08-2024 at 8:30 a.m. to answer to the charge(s) of; Financial Exploitation of a Vulnerable Adult, Exploitation / Abuse of a Vulnerable Adult and Disorderly Conduct.

LOCATION (specific): Various Streets, Bellows Falls


ACCUSED: Jeffrey L. Matteson (age 29)

CITY, STATE OF RESIDENCE: Bellows Falls, Vermont


VIOLATION: Eluding a Police Officer, DUI – Drugs, Trafficking Fentanyl, Cocaine Possession, Violation of Conditions of Release (20 Counts), 

Possession of Dangerous Weapons During the Commission of a Felony


SUMMARY OF INCIDENT: On June 26th, 2024, at approximately 0118 hours, officers with the Bellows Falls Police Department attempted to stop a vehicle on Rockingham St after observing numerous motor vehicle violations. The vehicle failed to stop for officers emergency lights and sirens and officers continued to attempt to stop the vehicle. The vehicle was finally stopped on Tuttle St after pulling into a parking lot.


Officers made contact with the operator, Jeffrey L. Matteson, age 29, of Bellows Falls, who was subsequently placed under arrest. Additionally, Matteson displayed indicators of impairment. Items of drug paraphernalia were observed inside of the vehicle. A consent search was requested and denied by Matteson. The vehicle was subsequently seized pending the application of a search warrant.


Matteson was transported to the Bellows Falls Police Department for processing. At the completion of processing he was issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 08/13/2024 to answer to the charges of Eluding a Police Officer, DUI – Drugs, and VCOR.


Upon obtaining a search warrant the vheicle was searched and suspected heroin/fentanyl, crack cocaine, and dangerous/deadly weapons were located inside of the vehicle. Matteson will additionally face the aforemention charges upon his arraingment on 08/13/2024.


The Bellows Falls Police Department was assisted by J&M Auto with regards to this investigation.

SUMMARY OF INCIDENT: On the aforementioned date and time Officer’s with the Bellows Falls Police Department observed Carl Record of Bellows Falls walking north on Rockingham Street. Record was known to have an extraditable warrant from the State of Virginia. Officers contacted Record in the parking lot of Walgreens and placed him under arrest without incident.

 

Record was transported to the Bellows Falls Police Department for processing. At the completion of processing, Record was issued a Vermont Criminal Citation to appear at the Windham Superior Court Criminal Division on 7/29/2024 to answer to the charge of Fugitive from Justice. Record was ordered held in lieu of $30,000 bail and lodged at the Southern State Correctional facility.

LOCATION (specific): Pleasant St, Bellows Falls               

 

ACCUSED: Frederick L. Dezaine (age 54)                                      

CITY, STATE OF RESIDENCE: Weathersfield, Vermont

VIOLATION: Arrest on Warrant (Instate) & Possession of Cocaine

 

SUMMARY OF INCIDENT: On June 29th, 2024, at approximately 0031 hours, officers with the Bellows Falls Police Department conducted a motor vehicle stop on a vehicle on Pleasant St after observing a motor vehicle violation and discovering that the registered owner of the vehicle had an active instate arrest warrant. After meeting with the operator/registered owner, Frederick L. Dezaine, 54, of Weathersfield, Vermont, he was arrested on the active instate arrest warrant.

 

Upon searching Dezaine incident to arrest, items of drug paraphernalia were located on his person, and also observed inside of the vehicle. Dezaine’s vehicle was seized pending the application of a search warrant. Dezaine was transported to the Bellows Falls Police Department for the purpose of processing and subsequently lodged at Southern State Correctional Facility in lieu of $2,500 bail on the arrest warrant.

 

Upon obtaining a search warrant the vehicle was searched and suspected crack cocaine was located inside. Dezaine was located by officers with the Weathersfield (VT) Police Department and issued a citation to appear in Vermont Superior Court – Windham Criminal Division on 08/27/2024 to answer to the charge of possession of cocaine.

 

The Bellows Falls Police Department was assisted by J&M Auto, the Windham County Sheriff’s Office, and the Weathersfield Police Department with regards to this investigation.
